APR•St TAMMANY is asking residents across St. Tammany Parish to help document any possible campaign activity involving public resources, public property, public uniforms, public equipment, public buildings, government vehicles, or taxpayer-funded time.
This is not limited to one town, one department, one race, or one candidate.
This applies across St. Tammany Parish wherever public resources and campaign activity may overlap.
Louisiana law places restrictions on the use of public funds and public resources in elections.
Louisiana Constitution Article XI, Section 4 states that public funds shall not be used to urge voters to vote for or against any candidate or proposition.
La. R.S. 18:1465 also prohibits public funds from being used to support or oppose a candidate or proposition.
That matters because taxpayer-funded time, uniforms, vehicles, equipment, public property, official events, and public authority should remain separate from campaign activity.
APR•St TAMMANY is asking the public to send photos or videos showing:
Candidates appearing in uniform in campaign-related material or at campaign-related events
Campaign signs, candidate signs, or “meet the candidate” signs at public or government-sponsored events
Campaign activity taking place on public property
Public employees campaigning while on duty or appearing to act in an official capacity
Government vehicles, uniforms, equipment, buildings, or taxpayer-funded resources being used in connection with a campaign
APR•St TAMMANY is not making a legal conclusion from any one photo, flyer, sign, or event. These issues depend on the facts, including whether public resources, taxpayer-funded time, official authority, or public property were used.
The purpose is to document what is happening across St. Tammany Parish and preserve the facts.
